QUESTION: Where in the world is Roydell Carter?
Is it true that Roydell Carter has finally been released from his position with the Cayman Islands's Department of Environmental Health (DEH)?
ANSWER: Cayman Marl Road has it on good authority that Roydell was recently released and “paid off” from his contract as Director of DEH sometime recently.
The entire situation surrounding his alleged mandated “leave” or suspension has been shrouded in mystery from the beginning. It appears that it has been one big secret that he was placed on required leave pending an overtime investigation in his department but little more has been said about the matter.
A long standing rumor is that he was suspended back in January. However, government continued to deny it.
In July we say the director at the Department of Vehicle and Equipment Services (DVES) and the manager of the Recreation Parks and Cemeteries Unit (RPCU) at the Public Works Department transferred to the Department of Environmental Health to sort out the ongoing problems at the beleaguered department.
At this stage we would say this rumor is TRUE subject to official confirmation which no doubt will be forthcoming once this story is posted!
We understand that he is currently in Miami, Florida – as of Friday morning he departed Cayman on KX102.
UPDATE – September 19 – CONFIRMED:
Chief Officer Jennifer Ahearn told CNS in response to inquiries that Carter had “opted to retire from the civil service”, but she gave no other details. It is not clear what kind of agreement Carter has struck to retire early and the ministry did not answer our questions about a financial settlement. The ministry said that the current acting director, Richard Simms, will continue in this post until a new DEH director is appointed.
