(CMR) The Ministry of Education has reportedly refused to release the Outline Business Case for the proposed new high school to be built in Cayman Brac at an estimated cost of $50 million.
According to a report from Cayman News Service, it made a freedom of information request for the document after Cabinet and Parliament approved the funds for the project to be completed over the next two years; however, the request was denied.
According to the CNS report, in September, the Ministry said the report would be released after it was approved by Cabinet; however, in a letter responding to the FOI request, the information manager claimed that the document is exempt under the law because it “holds commercial information” and any release at this stage would be prejudicial “as we are, and will be, in procurement until at least July/August.”
During the recent budget presentation, Premier Hon Juliana O'Connor-Connolly revealed that $31.9 million was committed in 2024 and $33.9 million in 2025 for the continued expansion of educational facilities, including the construction of the new High School on Cayman Brac, the development of a West Bay High School, and the continued expansion of the new John Gray High School.
While many are happy that attention is being given to the development of Cayman Brac, the need for a $50 million school is being questioned. With the Layman E Scott High School having 155 students as of October 2023, there are concerns that a new facility may not be needed at this time.
