(CMR) J. Paul Morgan the first CEO of the Utility Regulation and Competition Office (OfReg) has passed away this morning. He was residing back in Jamaica.
Morgan resigned in September 2018 after some 18 months in office. He was appointed in early 2017 after the merger of several agencies created the OfReg. Information and Communications Technology Authority (ICTA), Electricity Regulatory Authority (ERA) and the Petroleum Inspectorate are now working together at the former ICTA offices at Alissta Towers on North Sound Road.
Prior, he headed up a similar regulatory agency in Jamaica and had more than 20 years of direct experience in utility regulation. Mr. Morgan has over 40 years of experience in utilities, engineering, utility regulation, management and consulting, having been among the first appointees to the Jamaica Office of Utilities Regulation (OUR) serving two terms as Director-General for that organization. Mr. Morgan had advised numerous regulatory organizations such as the Independent Regulatory Commission of the Commonwealth of Dominica; the Public Utilities Commission of Belize.
In May of this year His Excellency, Governor Dr. John Freeman of Turks and Caicos appointed him to conduct an inquiry into the reasonableness of the FortisTCI and TCU Ltd. Rate Variation Application. He continued to work as a consultant up to his death.
During his tenure, OfReg was besieged with criticisms about overspending.
