(CMR) Sources have indicated the Director of Public Prosecution, Patrick Moran, has resigned from the DPP on Wednesday afternoon effectively immediately after less than two years on the job amid allegations of racism.
Some parties have indicated that there was an investigation launched last week into his professionalism after several complaints were received from persons employed within his office. It is unclear who was involved in the investigation but it appears that the governor and other high-ranking members of the civil service were fully aware of the situation.
There may have also been concerns about his ability to manage the office in more general terms according to one source. They noted that he may have been a good attorney but did not have the necessary management skills to actually run a full complement of staff and the operations of his office.
Moran was appointed in November 2019 after the governor announced an extensive search via the Judicial and Legal Services Commission (the “JLSC”). They noted at the time that it was an open recruitment process advertising the post both locally and overseas.
He had been acting in the position since December 2018. This is not the only time that Moran has been featured in what would be considered controversial behavior after he had what was described as an outburst in court.
Mr. Moran’s substantive post of Deputy Director of Public Prosecutions of the Cayman Islands is one to which he was appointed in early 2015. Prior to moving to the Cayman Islands, Mr. Moran was a self-employed Barrister in practice in England & Wales.
