(CMR) A report from the Office of the Auditor General has revealed that $3.3 million was spent on the remuneration of Cabinet members in 2022, an average of $305,000 each, of which $206,000 was salary.
Some $6 million was spent on the remuneration of other Members of Parliaments, who receive an average remuneration of $285,000, of which $173,000 is salary.
The report, which was released on Monday, 27 November, looks at the remuneration of the Cabinet, Judiciary, Members of Parliament and Key Management Personnel with the Civil Service. Remuneration packages usually comprise salaries, allowances, pensions, and healthcare.
According to the report, “Much of this information and the remuneration rates are already in the public domain. For example, each Civil Service entity’s financial statements include the remuneration of KMP. The salary scales for the Civil Service, members of the Judiciary and Members of Parliament are also public information. However, the remuneration of the Cabinet, Judiciary and Members of Parliament are Executive expenditure and included within the consolidated EPS financial statements only. This report brings together all of the information for the first time.”
In addition to their salary, MPs receive $5000 for constituency allowance, which covers the cost of operating a constituency office, including utilities and maintenance. However, only eight MPs have individual constituency offices. Four shared office space, while two MPs had their offices at their party headquarters, two at their existing businesses, and two at their homes, One MP's office is located at the North Side Civic Center, the Report revealed.
According to the report, in 2022, $2.1 million was spent for constituency assistants. Each MP is entitled to the services of constituency assistants. Ministers are entitled to two full-time assistants and one part-time while other MPs are entitled to one full-time and one part-time assistant.
Constituency assistants are appointed by the Parliament Chief Officer on the advice of MPs; this remuneration is not part of the $6 million for MPs.
The Premier and Opposition leader also receive a monthly executive allowance of $5000 and $3500, respectively.
The two MPs for Cayman Brac and Little Cayman also get an additional $5000 monthly for transportation and accommodation.
The Office of the Auditor General has also revealed that the government spent $360.4 million for remuneration to 4,566 civil servants in 2022, with an average salary of $61,000.
According to the report, $45 million was spent for the remuneration of all Key Management Personnel across Government and the Civil Service in 2022. Chief Officers were paid $4.3 million, an average of $204,000 each in 2022, of which $155,000 was salary.
Approximately $3.3 million was also spent on the remuneration of the judiciary in 2022, an average of $302,000, with $239,000 in salary for each of the 11 members.
“This report gives information to support transparency and accountability to the government. As a public interest report, it merely presents factual information without drawing conclusions or making recommendations,” the OAG stated.
