The main elements of the common law offence of fraud are dishonesty with an intent to gain or cause loss or to expose another to a risk of loss.
In our layperson's opinion this is fraud. A lie was told in order to get government to give a pecuniary benefit; which they did. Why the police have not done anything about this could be because none of the non-profits have actually contacted them and made a compliant. A crime requires a complainant.
Persons like this tend to get away with these crimes because others cannot be bothered to pursue the matter.
The most concerning part is that now these non-profits have been made part of something they had no involvement in. Their reputations may be tarnish by the very existence of this document and most have not publicly addressed the matter at all.
We should note that just this weekend one PTA president, Marva Bodden-Reid, publicly asked for a re-traction and stated they did not receive any tickets on our Facebook page.
We are doubtful any apology/retraction will EVER be forthcoming.
