(CMR) Garfield Robb of Cayman Hurricane Shutters and Screens had his case for obtaining property by deception dismissed in Summary Court yesterday after paying back some funds to his victim some three years later.
In 2017 one of his customers contacted the police to lodge a criminal complaint against Robb indicating that he had taken some CI$4,200 from him between January 11 and March 3, 2017. An initial deposit of $3,000 was given for the installation and repair of hurricane shutters at the complainant's residence. Robb arrived at the home to remove four existing shutters that required repairs and then was not heard from again. After some time, the client reached him and was informed that additional money was required to order parts to “activate the shutters”. A further $1,200 was given to Robb at that time and he promised to complete the job “as soon as possible”.
However, the job was never completed. Instead the complainant had to pay someone else to do the work for him and Robb informed the police that he did not have time to complete the job.
After a significant number of court dates back and forth it was agreed that he would pay back the funds to the client starting with $500.00. There was no indication if the full amount was paid as there was no payment made into the court's finance office.
Robb was previously featured on CMR's consumer alert segment after we receive numerous complaints about him taking money from both residential and commercial clients and not completing the agreed work. Some of those clients also contacted the police but were informed they were not able to assist them as this was a civil matter. How this particular case was taken to court is mysterious given that approach.
Some even contacted the Departement of Commerce and Investment regarding lodging a complaint against his license. However, he promptly moved the business into his wife's name.
We understand that numerous persons have yet to be paid back the money owed to them.

Hi Sandra, you probably will remember that company CHS (Cayman Hurricane Shutters), Mr. Garfield Robb, who took a deposit payment from me in the amount of CI$2,250.00 just over one year ago and never accomplished with the proposed work, so I ended up using another company to supply and install my roll up doors and hurricane shutters at my house. Anyway, believe or not I still tracing for the money which Mr. Robb keeps saying he will return it to me but never did. I just had enough and I am about to move a court case against this guy/ his company.
I made some police reports against him as well for trespassing my property without permission while I was away and he took some door tracks from my house, but so far no results yet. The worst is that this guy still working out there making some more victims. Someone has to stop him.
This guy needs to be exposed to the community very often. He is a crook and doesn’t deserve to be in business. He told me a few weeks ago that he did some works for the government. I hope this is not true knowing the government is supporting this guy.
