(CMR) Trooper Cecil Hylton is the first recipient of the Cayman Islands Regiment's Commanding Officer's Commendation for Outstanding Achievement. He was recognized for his effective management of a shelter in 2021 after the shelter manager had an emergency.
According to a post made by his commanding officer, LT. Col Watson, Trooper Hylton was tasked to support the Shelter Manager at the John Gray High School (JGHS) Gymnasium shelter on 17th August 2021. With the absence of any deputy shelter managers, and just a small shelter staff attempting to make their way to JGHS, Trooper Hylton was appointed as the deputy Shelter Manager and undertook all duties with extreme competence and sensitivity.
LT. Col Watson said, “Trooper Hylton not only upheld the high standards expected of a member of the Cayman Islands Regiment but went above and beyond his duty, ensuring the care and safety of staff and shelterees in the JGHS shelter. He is an outstanding ambassador for the Regiment and a worthy recipient of the first-ever Commanding Officer's Award for Outstanding Achievement.”
With the Shelter Manager having to attend to an urgent personal situation, Trooper Hylton stepped up and took over all duties, including setting up accommodation in the shelter. He also maintained communication with the Shelter Manager and Hazard Management Cayman Islands and ensured everyone felt comfortable and reassured. He maintained this position throughout the night and during the next day, assisted with the clearing of the shelter, and remained active until the all-clear was given.
