(CMR) The Police Service Commission (PSC) has announced the promotion of five officers to the rank of Superintendent for the Royal Cayman Islands Police Service (RCIPS). 

His Excellency Governor Martyn Roper, Police Service Commission Chairman, congratulated the officers who were promoted.

“I congratulate all those who were successful in this highly competitive recruitment process. It is excellent that we were able to recruit internally for these positions. These officers have a proven track record and will make a valuable contribution to the strategic leadership of RCIPS. I thank Recruitment Panel Chair Richard Coles and his other panel members for setting a high bar for this first PSC recruitment since its establishment under a constitutional amendment in 2019,” he said.

The PSC is an independent body established in 2021 with specific responsibilities for the senior appointments and promotions within the RCIPS (Superintendent rank and higher ranks) and the good governance of the RCIPS.   

The newly promoted Superintendents from a strong field of 17 candidates are Brad Ebanks, Roje Williams, Wendy Parchment, Richard Barrow, and Lloyd Marriott. They join two Superintendents already at this rank within the Service.

Former Acting Superintendent Brad Ebanks has, most recently in his acting role, had responsibility for all uniform officers within the RCIPS, inclusive of the Sister Islands. Mr. Ebanks has been with the RCIPS for over 35 years and has attained the Strategic Leadership Course Phase 3 certification, with specialist/technical skills with the Multi-Agency Gold Incident Command (MAGIC) Training, Strategic Leadership Course Master Class attainment, and PAHO Mass Casualty Management, amongst other achievements.

Inspector Roje Williams, who has been in the policing field since 2006, has a Master’s Degree in Forensic Psychology & Criminal Investigation and a Criminal Justice Education certification from the University of Virginia (via FBI National Academy). In his current role as Inspector, Mr. Williams is responsible for Major Events/Emergency Planning Unit and the Operational Support Unit.

Currently managing the Cayman Islands Prisoner’s Detention Centre, Inspector Wendy Parchment has been with the RCIPS since 1984. Ms. Parchment has an Associate’s Degree in Business Administration and is currently pursuing her Bachelor of Science Degree in Social Science. She also possesses Multi-Agency Gold Incident Command and Incident Command Management Gold (ILM4) certifications. Ms. Parchment has served as the Commander for the Sister Islands and is Chairwoman of the newly formed Women in Policing Network.

Detective Chief Inspector Richard Barrow has been in the policing field since 1993. He is currently second in command of the Criminal Investigation Department (CID), focusing on the CI Bureau of Financial Investigation and the Financial Crimes Investigation Unit. He has a Bachelor of Law Degree and a Legal Profession Practice Certificate, is a Fire Arms Commander, a Silver Commander for Grand Cayman, and an Instructor for Mass Casualty. 

Inspector Lloyd Marriott is currently deployed as the Commanding Officer with the West Bay Police Station and has been in the policing field since 1991. Mr. Marriott has a Master of Science Degree in Business Psychology, and his specialist/technical skills include Critical Incident Management and behavioral knowledge and insight into gang behavior.  

Superintendents lead a complex area portfolio within RCIPS and across multi-agency collaborations. They carry responsibility for strategic or policy lead for one or more areas of policing across the Service. They are critical in the continued drive for effective delivery of the RCIPS’ Strategic Policing Plan and Service Vision and towards a World Class Civil Service.
