(CMR) The Cayman Islands Government is in the process of drafting a bill and regulations for consultations with the aim to take a new Digital Identification Bill before Parliament later this year.
Ian Tibbetts, director of e-Government said if all goes according to plan, Cayman could roll out a Digital Identification program by the second half of 2022.
Tibbetts, who was speaking at the Cayman Islands Digital Economy Conference (CyDEC) last week, explained that Cayman's new Digital Identification program will make government services more easily accessible online and across departments.
“The Digital Identity program is about empowering our people to securely participate in the digital society,” he noted.
Under the digital identification system, a portal and a mobile app will be used along with a physical card with a machine-readable chip. Tibbetts explained that it will be “a tool for proving your identity and sharing basic facts about yourself via QR code, email, and PDF digitally signed by the Cayman Islands Government.”
With the ID card, persons can prove their identity with or without technology. Persons will be able to sign documents electronically, preventing the unnecessary printing of documents.
Tibbetts assured that the amount of information shared on their portals with various Government departments would be up to individuals who will have control of their portals. This will enable them to know who accessed their information.
The details of the program are subject to changes as the bill goes through consultation and parliamentary process.
