(CMR) The Anti-Corruption Commission (ACC) has announced today that it has formally charged public officials Nick Smith (57) and Dominic Dacres (41) with multiple offenses in relation to an ongoing hospital probe.
Smith of George Town is charged with one count of Breach of Trust contrary to section 13 of the Anti-Corruption Law (2016 Revision) and two counts of False Accounting, contrary to section 155(1)(b) of the Penal Code (2017 Revision)
Dacres of Spotts is charged with one count of Obtaining a Pecuniary Advantage by Deception contrary to section 248(c) of the Penal Code (2017 Revision).
They have both been bailed to appear in Summary Court next week on September 24.
Both of them worked as security guards at the Health Services Authority. Smith was a security supervisor there.
Cayman Marl Road reported back in February 2018 that all security staff were placed on required leave. Then in June 2018 Smith had been arrested along with Bruce Barnes by the ACC after a four-month-long probe. There had been allegations of a human resources probe with the security department there at the hospital. Sources allege there was a mass misuse of the overtime system.
Smith was famously involved in the first Cayman National Bank robbery. Someone mentioned:
“He was the mastermind of Cayman's first bank robbery (CNB when it was on the waterfront)”.
CMR understands all HSA security staff remain on paid leave and a third party security company has been providing the services. Sources indicate a three-month tender had been done but remains in place to this date.
The Health Services Authority (HSA) issued a statement later this after stating that:
(it) has concluded its internal investigation into overtime claims and payments in the Authority’s Security Department. We can confirm that the Authority will now be taking next steps in the internal disciplinary proceedings.
As it is the policy of the HSA to not discuss HR matters in the public domain and as this now involves criminal proceedings initiated by the Office of the Anti-Corruption Commission (ACC), the Authority will provide no further public statement. The HSA will continue to assist the ACC as needed.
