(CMR) A 44-year-old Foster City man has been sentenced to more than nine years in prison for molesting a 6-year-old U.S. citizen in Jamaica, authorities said.
The U.S. Attorney’s Office said Douglas Peacock traveled to the Caribbean island country on June 20, 2017, and on the following day molested the child in the pool of a family-friendly resort.
A federal grand jury indicted Peacock on Nov. 2, 2017, charging him with one count of engaging in illicit sexual conduct in a foreign place. Peacock pleaded guilty in April.
In addition to sentencing Peacock to 115 months in prison, U.S. District Court Judge Charles Breyer ordered him to serve a 10-year period of supervised release and to register as a sex offender.
“Today, the court imposed a sentence commensurate with the egregiousness of the crime committed,” said U.S. Attorney Alex Tse. “This case demonstrates the borderless nature of crimes against children and this office’s dedication to prosecute these crimes, protect the community and bring justice to child victims and their families.”
The case was investigated by Homeland Security Investigations in San Francisco and Ohio with assistance from an attaché in Kingston, Jamaica, according to the U.S. Attorney’s Office.
“Thanks to our work with our attaché in Jamaica, we were able to ensure this child molester was not only held accountable in a foreign country, but that he was prosecuted, will serve time and be registered as a sex offender here in the U.S. to help keep others safe from potential threat,” said Special Agent in Charge Ryan Spradlin.
The U.S. Attorney’s Office said Peacock has been in federal custody since being returned to the United States last November and will begin serving his sentence immediately.
Peacock had a history of allegedly molesting girls while swimming.
He previously pleaded guilty in 2001 to a state court misdemeanor charge of annoying or molesting a minor. He allegedly inappropriately touched four girls who were swimming off of a beach in Stockton, according to a prosecution document.
Peacock underwent therapy for 12 years but then stopped, according to court documents. In 2015, he was accused of molesting a girl who was swimming at South Lake Tahoe. That charge is pending in state court.
Breyer ordered that Peacock’s federal sentence should be served concurrently with any sentence he receives in the South Lake Tahoe case. He also ordered Peacock to serve 10 years on supervised release after completing the prison term and to register as a sex offender.
